"Now is the time for North Carolinians to prepare," Gov. Roy Cooper said Friday in outlining how emergency management leaders would plan a response to Hurricane Isaias. Resources: The 5 a.m. advisory from the National Hurricane Center shows that Isaias will be a hurricane when it hits the Central Bahamas this morning.
